A state government agency provides centralised procurement support for over 100 local councils across NSW. It delivers frameworks that reduce risk, strengthen compliance, and drive procurement value. With increasing expectations around governance and probity, councils required scalable training to strengthen procurement capability. The challenge was to deliver consistent, accessible learning across a diverse council workforce, covering metropolitan, regional, and rural locations.
Project Overview
To address this need, the agency initiated a state-wide procurement and contract management training program. The goal was to lift procurement maturity across councils by embedding best practice, clarifying policy requirements, and supporting digital procurement processes where relevant. The program required a provider capable of engaging over 2,000 participants, balancing flexibility with consistency, and maintaining strong learner engagement across different delivery modes.
Sedha's Role
Sedha Consulting was engaged to design and deliver the training program. A hybrid model of in-person and virtual delivery maximised accessibility across the state. More than 2,000 learners participated. Content was tailored to council contexts and aligned directly with the agency’s procurement policies, ensuring practical application. The curriculum covered procurement policy, best practice procurement, and contract management. Where appropriate, tool demonstrations were included, though the emphasis remained on policy compliance and capability uplift. Sedha facilitated the program consultatively, responding quickly to feedback and ensuring a consistent standard of delivery at scale.
Results
The program delivered measurable improvements in procurement capability and compliance across more than 100 councils. Over 2,000 participants completed the training, equipping staff with practical skills to apply transparent, consistent, and compliant procurement processes. Post-program surveys confirmed satisfaction rates above 95%, highlighting the relevance and effectiveness of the training. Councils are now better positioned to meet governance expectations, manage procurement risks, and deliver greater value to their communities.
