Client Organisation
The client is a regional local government authority in New South Wales with a population of approximately 13,000 residents. The council has a strong focus on community development, particularly youth engagement. Recognising the importance of providing structured opportunities for young people to learn, train, socialise and contribute to society, the council sought to strengthen its service delivery model. With limited internal resources for ongoing management, the council identified a need to formalise arrangements with a community organisation that could manage youth services and the associated facilities.
Project Overview
The council wanted to establish a long-term arrangement with a local social group to manage youth services. This included both the delivery of activities and the maintenance of the facility used for these programs. The goal was to provide young people with opportunities to develop skills, build social connections and prepare for active participation in the workforce and community. Sedha's Role
Sedha Consulting was tasked with developing a comprehensive contract that captured the council’s intent while ensuring clarity for the selected service provider. The work included drafting both initial and final versions of the agreement, structuring it for long-term use, and embedding performance measures drawn from best practice in similar community services. The contract incorporated governance and management mechanisms, detailed responsibilities for facility maintenance and service delivery, and measurable key performance indicators (KPIs). Sedha applied its expertise in procurement, governance and contract design to produce a document that was both practical and enforceable. The engagement was completed within a defined timeframe and delivered a multi-year framework ready for implementation.
Results
The council used Sedha’s draft and final contract documents to successfully award the management of youth services to a local organisation. This provided a clear and structured arrangement that reduced administrative burden while ensuring accountability. The inclusion of best practice KPIs gave the council confidence in monitoring service quality and outcomes.
