Local Council, Delivery of Procurement Strategy and Procedures

Client Organisation

A regional local council in New South Wales was experiencing steady population growth, with more young people moving to the area and increased levels of community activity. To support this growth, the council identified a need to strengthen its procurement maturity. Existing procurement practices were inconsistent, with variable compliance and limited formalised processes. Council leaders recognised that stronger structures were required to ensure efficiency, transparency and scalability as organisational demands increased.

Project Overview

Sedha Consulting was engaged to design and implement a fit-for-purpose procurement framework. The engagement assessed the current state of procurement and established a clear, future-ready approach. Sedha developed a new procurement strategy, a comprehensive procedure, and a suite of practical, user-friendly forms to support daily procurement activity. Deliverables included two core documents and several supporting tools to guide consistent practice. The project created a structured approach to procurement that aligned with organisational growth objectives and provided staff with accessible resources for everyday use.

Sedha's Role

Sedha Consulting worked with key leadership stakeholders across the organisation to capture needs and map existing procurement activity. The team used Miro to visualise the procurement lifecycle, translating high-level concepts into practical policies and procedures. Formal process models were embedded within the procedure to guide staff through each stage. Sedha worked closely with senior leaders, ensuring the policies were co-created, viable, and aligned with strategic objectives. The consulting team responded quickly to feedback, adapted flexibly to input, and provided decisive support to finalise materials. The completed strategy, procedures, and tools were formally adopted and approved by the council.

Results

The engagement significantly strengthened procurement capability across the council. Staff now operate with clear procedures and easy-to-use forms that promote consistency and transparency. Procurement processes became more efficient, compliance levels improved, and risk was reduced. The structured strategy established by Sedha created a scalable foundation that supports council operations as the community continues to grow. The improved framework has positioned the organisation to manage procurement with greater confidence, efficiency, and accountability.
